Name - Digvijay Singh
Birth Date - February 28, 1947
Party – Congress


Digvijaya Singh was born in the royal family of Raghogarh principality, in Guna district of Madhya Pradesh.

He studied at the Daly College, Indore, and a private school

Digvijay Singh first became president of the Raghogarh municipal committee at the age of 22 years.

In 1971 he joined congress party.

1977 – He won election and become MLA

1980-84
He became minister of state and later a Cabinet Minister under the MP Government headed by Arjun Singh
He was elected as a Member of Parliament in 1984 from Rajgarh

1985 –
He became the President of Madhya Pradesh Congress Committee

1991 –
He was elected as a Member of Parliament in 1991 from Rajgarh

1993 –
Digvijay Singh became the chief minister of Madhya Pradesh

1998 –
Digvijay Singh became the chief minister of Madhya Pradesh second time.

He served as the chief minister for 10 years from 1993 to 2003



Controversies and Digvijay Singh

Year 2001 – Liquorgate

The income tax raids on a liquor manufacturer in Bhopal yielded a diary maintained by the distillery's owners.
The diary reportedly listed among others the name of Madhya Pradesh Chief Minister Digvijay Singh as one of the recipients of huge sums of money.
A payment of Rs 100 million was listed against Singh's name while an entry of Rs 20 million stood against the name of the state excise minister.
A.N.Singh's name appeared prominently in the diaries seized in a raid by the income tax authorities. That time Singh was the state's additional DGP (Intelligence).
Later Digvija Singh appointed A.N.Singh as the Director-General of the State Police (DGP).

But in this case nothing happened I tried to find more info but nothing is available.
May be he was innocent in this scandal.

Year 2004 - Lok Ayukta case against Digvijay in land scam

The Special Police Establishment of the Madhya Pradesh Lok Ayukta registered a case in connection with a land scam in Indore under the Prevention of Corruption Act and criminal conspiracy and corruption against the former Madhya Pradesh Chief Minister, Digvijay Singh, and four others.

The Special Police Establishment had registered an FIR against Mr. Singh, his close friend and coloniser, Subhash Gupta, the Indore Collector, M. Suleiman, the Competent Authority (Urban Land Ceiling), R.K. Gupta and the Principal Secretary, Revenue, Satyanand Mishra, under Sections 13(1) and 13(2) of the Prevention of Corruption Act, along with criminal conspiracy

The Madhya Pradesh Lok Ayukta, Justice Ripu Sudan Dayal, confirmed that the Special Police Establishment had registered an FIR

Year 2009 –

Case 1 –
In 2009, an FIR was registered against Digvijay Singh by the Uttar Pradesh Police for allegedly making objectionable remarks against the then Uttar Pradesh Chief Minister Mayawati during an election rally.
Singh, during a meeting in support of Congress nominee from Misrikh seat on April 20 had allegedly said that if any party worker was harassed by the state government then BSP supremo Mayawati should remember that a CBI inquiry is being conducted against her.
He had also said that the Congress had the government at the Centre and that the CBI was also in Delhi.
Sub-Divisional Magistrate Bilgram Anand Kumar said that the remarks made by the Congress leader amounted to violation of model code of conduct.

Case 2 -
The Economic Offences Wing registered a case against Digvijay Singh and three retired IAS officers for providing undue benefit to the promoters of an Indore mall.

EOW has booked the former Chief Minister on the compaint of Ramesh Garg. The three retired IAS officers, UK Samal, AV Singh and DP Tiwari other than VP Kulshreshtha, Rakesh Sharma and Ashwin Janwade have also been made accused in the case.

When the Treasure Island mall was under-construction in Indore, the MG road was a residential locality as per the old master plan but permission for commercial activity was given for a plot of 90x30 sq metres.

Later officials fudged the records and the mall was constructed on the entire 90x120 sq metre plot. It was a joint project of Kalanis and Housing Board though the former were
defaulters but just before completion of project, the HB Chairman cancelled the agreement that resulted in huge benefits to the Kalanis.

Friday, April 22, 2011 –

The Madhya Pradesh High Court has directed the Economics Offences Wing (EOW) to file a chargesheet against former state chief minister Digvijay Singh and 11 others for flouting rules and allowing illegal construction of an Indore mall.

Justice Prakash Shrivastava and Justice Sanjay Seth of the court's Indore bench on Wednesday asked the EOW to present the chargesheet before the court by June 30 and submit the detailed compliance report by July 4.

The Treasure Island Mall, centrally located on Indore's Mahatma Gandhi Road, came up in the area marked for residential purposes only under the city's 1991 master plan. A special permission was given to allow the mall's construction on a 25,000 sq feet plot.

Petitioner Mahesh Garg had taken the complaint to the EOW.
Garg Lawyer Manohar Dalal said that The EOW did little in the investigations. The case file was shuffled around from one department to another and the investigating officer was changed five times in two years

He said the special permission for the mall's construction was given on 25,000 sq feet land. ``But the government changed it to 1,00,000 sq feet in the gazette notification.''

The bench also issued notices to Digvijay, former housing minister Choudhary Rakesh Singh Chaturvedi, former chief secretary A V Singh, former state housing board chairman Chandraprabhash Shekhar, mall owners Prem Kalani and Manish Kalani and four other senior IAS officers.

In 2008, the petitioner, Mahesh Garg, had approached the state's Economic Offences Wing (EOW) objecting to rules being bent to allow construction of Treasure Island mall in a residential area of the city.
He alleged that then Chief Minister, Digvijaya Singh, ordered housing board to bend rules to allow the mall to come up.

The petitioner also said that the land on which the mall was constructed, out of every 1-lakh square feet, only 25,000 square feet was allowed for commercial use. With the chief minister's interference, the entire 2.5-lakh square feet was converted for commercial use.

The EOW after conducting a preliminary investigation registered Mr. Garg's complaint in 2009. Two years later, Mr. Garg, unhappy with the progress of the probe by the EOW in the case, approached the High Court.

In April 2011, the EOW filed its closure report in the case, giving a clean chit to four of the 12 accused including Mr. Singh.

The Madhya Pradesh High Court today ordered a Central Bureau of Investigation (CBI) probe against Congress general secretary Digvijaya Singh in connection with allegations that he bent rules to allow a mall to come up illegally in a residential area in Indore when he was the chief minister.

The High Court today ordered a CBI probe and has asked the investigating agency to submit its report in six months.

Economic Offences Wing [EOW] had filed FIR against Entertainment World Developers Pvt. Ltd, which constructed 'Treasure Island' mall in a joint venture with Madhya Pradesh Housing Board in 2002, and probed 12 other accused officials and ministers, including Digvijay Singh.

It later filed a closure report giving clean chit to Singh, while saying there was a case against six others including the developers.

After the closure report, Mahesh Garg filed a PIL in the High Court, which has now given the case to CBI.

High Court ordered directed the CBI to probe the matter and report back in six months.

The Central Bureau of Investigation (CBI) has registered a case to probe alleged irregularities in the construction of a high-end mall in Indore, including the role of then Madhya Pradesh Chief Minister Digvijaya Singh

Media reported that CBI  acted on the orders of Indore Bench of the Madhya Pradesh High Court which had directed it to probe "roles of senior officials, the then Chief Minister, and Chief Secretary, and environment minister" among others.
